The town of Abernathy also reported a water system hack, and the towns of Lockney and Hale Center said hackers tried to breach their water infrastructure but did not succeed. Unlike how David was ready to take on Goliath, our most vulnerable critical infrastructure systems – including water infrastructure – are ill-prepared. The water attacks we’ve seen so far have not had serious consequences for the people they serve. According to the EPA, 90% of the nation’s community water systems are small, public systems bringing water to 10,000 or fewer customers. If we really want to help water utilities defend against cyber threats, we have to close the resource gap.

CNN —A Supreme Court decision related to the election could determine the presidential victor this November, but it has nothing to do with former President Donald Trump. The study also said the “narrow” racial-turnout disparity that the high court heavily relied upon in its Shelby decision was based in part on the 2012 presidential election. Yet the study’s conclusion bolsters critics of the Shelby decision. They ignored it although they knew their decision would hurt Black voters, who tend to vote for the Democratic Party, he says. President Joe Biden's Education Department is officially one step closer to finalizing its second attempt at student-loan forgiveness for federal borrowers. This second attempt at student-debt relief is separated from the other targeted relief initiatives the Education Department has been in the process of carrying out. During a February 21 speech touting the latest relief, Biden said he would continue to pursue loan forgiveness for federal borrowers despite legal challenges. "Look, early in my term, I announced a major plan to provide millions of working families with debt relief for their college student debt. "I announced we were going to pursue alternative paths for student debt relief for as many borrowers as possible.

While digital outlets have emerged to fill some voids, they're closing at roughly the same rate as new ones start, the report said. “I don't think there's a demand problem for local news,” Franklin said. “I think there's a supply problem. I don't think there's one solution to these problems. While new local digital sites have emerged in New York, Chicago, San Francisco and Boston, for example, most were based in more affluent, suburban communities with strong broadband access.

The Education Department released its draft text for its new student-debt relief plan. AdvertisementAdvertisementOver the past few years, Insider has heard from a range of borrowers who have struggled to get ahead of their student debt. Now, President Joe Biden's Education Department is moving forward with its new plan for student-loan forgiveness — and it wants feedback on which situations would meet a "hardship' standard for relief. The department said it did not include that group of borrowers in its initial draft text for debt relief because it needs to further define what hardship means. Do you think your student debt experiences should qualify as hardship?

The Education Department released the draft text of its second attempt at student-debt relief. AdvertisementAdvertisementPresident Joe Biden's Education Department just released the latest details on its second attempt at student-loan forgiveness. On Monday, the department released the draft text of its proposal to cancel student debt for federal borrowers using the Higher Education Act of 1965. The high court ruled Biden did not have the authority to cancel student debt broadly using that law. The Debt Collective announced it's erasing student debt for former Morehouse College students. It also called for Biden to do the same for all borrowers with federal student debt. The debt that was eliminated is not federal student debt, but rather, institutional debt that a college owns, like unpaid tuition and other school-related expenses. In May of 2022, the Debt Collective took the same action for former Bennett College students, eliminating $1.7 million in college debt for 462 students dating back as far as 1996. Still, the Debt Collective is calling for Biden to act on federal student debt for all borrowers.

AdvertisementAdvertisementPresident Joe Biden's Education Department is in the midst of crafting a new student-loan forgiveness plan for federal borrowers. It's possible Biden's new plan for debt relief wouldn't be carried out until 2025, meaning a Republican candidate for president could win the election and push Biden's relief efforts to the side. The same day as the high court's ruling, the Education Department launched its new plan: student-debt relief under the Higher Education Act of 1965. Trump also previously called Biden's first debt relief plan an "election enhancing money grab." AdvertisementAdvertisementVivek Ramaswamy, another GOP candidate, called Biden's debt relief efforts a "disaster" that "forces every citizen to pay for anti-American gender-studies majors."

The Education Department confirmed broad-based relief is not on the table. But it's looking at distinct groups of borrowers that could get relief under the Higher Education Act. On October 10 and 11, a group of selected negotiators met with Education Department officials to discuss what student-loan forgiveness under the Higher Education Act should look like. Abernathy said that instead the department would look at more specific waivers allowing at least some debt forgiveness for targeted groups. What I'm saying is that there are many moving pieces and parts of this and the categories for which we are presenting and we end up crafting those regulations could cancel some borrowers' debt completely, but it could not cancel all borrowers' debt completely."
